The CCP4 program COMBAT has an option to read Saint data, which may
work (ccp4i option Data reduction->Import Integrated data->Import
Unmerged data (Combat))

I have been adding options to read various unmerged data formats into
the program POINTLESS, ultimately to replace COMBAT as a route into
Scala or its successor, so if someone would like to send me a
specification & example file of unmerged intensity output from SAINT,
I'd be happy to add it (at some point)

POINTLESS can currently read MTZ, XDS & Scalepack files, also SHELX
files in my latest version
