Sorry for being late with my remark :

some theoretical results directly answering Bryan's practical
question are discussed by Lunin & Woolfson (1993) in Acta Cryst.,
D49, 530-533. Of course it is supposed that mean phase error (or FOM)
estimation is correct (that is often not the case). Also the result
is statistical and in practice the situation may vary from one
particular crystal to another.
